so what's up with the technology in the story?
Technology is strange and somewhat 1950s-esque. It all boils down to the necessity and what works best for the economy. Also, an active class system and monarchy still holds power in their world -- some things are from the "old days", some things are from pre-war days, some things people use just because it makes them look important.
Cars are cheap to buy, cheap to run, but most people in cities use taxis. Horses are expensive to own and keep, so horse-drawn carriages are more associated with the upper middle class and upper class.
Television is black and white, as is photography, for the most part. Color photography arose in the last 25 years, but is hard to own. Computers fill rooms, and phones, though not rare, are hard to pay for. Personal phones are generally associated with middle/upper class. Phones are available at most businesses.

One comes of age in the land ruled by the monarchy at 16. Formal education ends at 15. The drinking/gambling age is 17.
